Michael S. Neubauer, CPA, CVA, MBA

Michael is a Partner with the firm. He joined McGill, Power, Bell & Associates in 2002. Michael is a member of the firm’s Manufacturing, Research and Experimentation Tax Credit, and Valuation and Litigation Support Service Groups. Michael is also a part of the firm’s CARES Act / Payroll Protection Program Task Force. Michael specializes in financial reporting, tax accounting, and business valuation, with extensive experience in the manufacturing sector. Michael also serves as a financial neutral in the collaborative area of divorce. Michael has appeared on WJET-TV and WSEE-TV offering an expert’s perspective on tax matters. In 2008, Michael was named one of the “40 Under 40 Members to Watch” by the Pennsylvania Institute of Certified Public Accountants. In 2011, Michael was named a CPA Ambassador by the American Institute of Certified Public Accountants. In 2019, Michael was recognized with the PICPA’s volunteer service award.

Kimberly A. Oakes, Esq

In her family law practice, clients come to Kimberly during a difficult time in their lives and find reassurance in her extensive legal experience and dedication to shouldering their uncertainty about the future. By understanding what her clients truly want to achieve, Kimberly provides clear, well-considered options and advice to get them there. With a primary focus on family law, she is highly experienced in effectively handling divorces, adoption, alimony and spousal support, child support, child custody and visitation, domestic violence, paternity, prenuptial agreements, and postnuptial agreements. As a litigator, Ms. Oakes also has experience in Insurance Defense and Workers Compensation matters. Trained as a mediator and active in the collaborative law profession, Kimberly is able to guide and support clients who choose to resolve their personal matters through alternative dispute resolution rather than litigation.

Barbara Seman Ochs, Esq

After teaching in rural high schools in Western Pennsylvania, Barb joined what was then the law firm of Evans, Garvey & Lackey in 1987 as a law clerk while attending law school in the evening. After graduation, she stayed on as the law firm’s first female lawyer and became a partner in 1997, changing the firm name to Evans, Garvey, Lackey & Ochs. She concentrates on family matters, employment, civil litigation, estate litigation, and school law. She is also trained in Collaborative Law and is a certified mediator in divorce and family conflicts. Public speaking is a favorite of Barb’s, particularly on estate planning and to high school students about consequences in adulthood. She and her husband, Tom, have two sons, both of whom are officers in the United States Air Force.

Melissa H. Shirey, Esq

Attorney Shirey completed the majority of her education in Erie County. She received her bachelor’s degree from The Pennsylvania State University, Behrend College and her Master’s degree from Gannon University. She then attended The Ohio State University for law school and upon completion of her degree, returned to live and work in Erie County. Attorney Shirey concentrates her practice in the areas of family law, estate planning and administration and real estate. As to family law, Attorney Shirey handles divorce, support and child custody cases, adoptions, surrogacy and assisted reproduction technology related issues. Attorney Shirey also handles guardianships for both minors and for adults that are incapacitated. Attorney Shirey has successfully litigated cases at both the trial court level in Pennsylvania, as well as before the Pennsylvania Superior Court. One of Attorney Shirey’s cases received national media attention and established law in Pennsylvania regarding the custody rights of a biological parent versus that of a surrogate. In addition to litigation, Attorney Shirey is a trained mediator and collaborative lawyer.

Daniel E. Sloppy, CPA/ABV, CFF,CVA, CFE, MBA

Daniel E. Sloppy, CPA/ABV, CFF, CVA, CFE, MBA is a Principal and Director of Valuation Services with Schaffner, Knight, Minnaugh & Company. Dan graduated magna cum laude from Edinboro University in 1988. He continued his education and earned an MBA from Penn State’s Behrend College in 1994. Dan joined the accounting firm of Schaffner, Knight, Minnaugh & Co. in 1996. Dan is a Certified Public Accountant licensed in Pennsylvania, New York and Florida. During his early years with Schaffner, Knight, Minnaugh and Company, he concentrated on tax compliance and consulting matters. In the late 1990’s he shifted his focus to concentrate on business valuation and litigation support services. He became a Certified Valuation Analyst (CVA) in 1999; and in 2007, an Accredited Business Valuation Specialist (ABV) and a Certified Fraud Examiner (CFE). In 2008, he obtained the credential of Certified in Financial Forensics (CFF) by the American Institute of Certified Public Accountants. Dan is proud to be a member of the Collaborative Professionals of Northwest PA.

Jo L. Theisen, Esq

Jo received her Juris Doctor degree from Case Western Reserve University School of Law where she was on the Dean’s List and was a teaching assistant for Appellate Practice. During law school, Jo worked as a law clerk at the Willoughby Municipal Court in Willoughby, Ohio and was a judicial extern for Magistrate Judge Limbert, U.S. District Court, Northern District of Ohio in Youngstown, Ohio. Jo graduated summa cum laude from Mercyhurst College with a double major in Dance and World Languages and Cultures. Jo focuses her practice in the areas of family law and immigration. She is a trained family law mediator and collaborative law practitioner. She is admitted to practice before the courts of the Commonwealth of Pennsylvania and the U.S. District Court for Western District of Pennsylvania. Prior to forming Amicangelo & Theisen, LLC, Jo was an associate at an established law firm in Erie, Pennsylvania where she practiced family and collaborative law. Jo approaches each of her family law and immigration clients with the utmost respect and sensitivity. She understands the difficulty and stress that legal issues can bring to people and works diligently to help individuals find appropriate resolutions.

Zanita A. Zacks-Gabriel, Esq

Zanita (she/her) is the “Z” in A to Z Law Erie, Erie’s first mother-daughter team of experienced, compassionate attorneys who identify as peacemakers, representing your rights and interests to resolve issues peacefully, with dignity and respect. Z has over 40 years of experience assisting families, providing effective, thorough, and caring representation, developing creative solutions for individuals and families. She is the founding and current President of the Collaborative Professionals of Northwest Pennsylvania (CPNWPA), and a former member of the Board of Directors of the International Academy of Collaborative Professionals (IACP). Z remains an active member of the IACP, as well as the Pennsylvania Bar Association’s Collaborative Law Committee. She helped to develop the Pennsylvania Collaborative Law Act (PCLA), governing the collaborative law process in the Commonwealth of Pennsylvania.
